It's the former, but the die roll is usually really damn low. The latter is the case for highly-volatile explosives though, like raw dynamite.

Most of the time, it doesn't matter where something falls. About 10% of the time though it does, so you should see if everyone at the table/involved can agree on the most interesting awesome thing to land on. Failing that, roll a scatter die or WISG it. I've run into this question several times when...
