Yes, of course it was, otherwise there would only be a PS3 version. However, the design was fronted by the PS3 team due to it's higher processing power.

If I buy the PS3, I get PC free but I have to register my Steam account to my PS3, through the game, and then when I log onto my PC, it will realise I have bought the game and I can download it there too.

If anyone here has the PS3 version, could you tell me whether or not it actually has to download to play the game?

I had the Steam client open during the DL and it shows you a percentage complete and the DL rate.
