The ownership of the city is up for grabs as the person who keeps ahold the hat 3 turns is victorious. while wearing the hat the person is immune to damage. also has hero stats in politiking (ie calling public sevices and making speeches that either send the fig into a stupor or they become an ardent supporter of the mayor.

Ren fair reenactor always struggling to put on the next fair they need the hat to use public funds for a new brothel.
the tankers, who are looking to ransom off the town holdings to build bigger and better tanks
the walkers, who knows what they want
the stormies who need the new office building to host thier CON
the priate re-enactors need more time for thier particular renfair and are mortal enemys of the ren-fair folk
last but not least the PDV, the pdv exists to extend the grip of lego-opolis they have come to get rid of the hat but can they, if nothing else they will steal it by using the towns own laws against them.
nuetral in this battle are several forces the fire fighters, police, airtower workers, and a lone mercenarie. each has thier own mini reward for any force who enlists thier help.
