The City will be in this neutral area. Fighting in the City will be prohibited by Devine Law (Admin). Also each faction can have a embassy in the the City, preferably at each side of Spawn Plaza, so that new players can learn about them right away.

I like this idea. Then to start war, one faction declares an attack and the other must try to find out where the attack is and then try to defend. Then determined by how the battle goes, the neutral line moves a little or a lot in one direction at the corresponding location. Big walls would be a good way to determine where the neutral ground is, especially since they are easily destructible and buildable.

I don't care what the server is like, so long it is back up as soon as possible.

Will we be having any preliminary building for the server? For example, building the spawn city?

Possibly have two main factions (return of Ironfall and Tempersia?) and have people choose between them. Maybe have the spawn be a little abandoned village that is always treated as neutral. Also, preliminary building would be a good idea, in order to get the RP rolling faster.

what about a small area around for people to build with out affiliation? or will their be a rule any building in the neutral zone is subject to raiding?
or three zones one is 1/2 of the map the other two [the faction areas] are 1/4 each. the map would be divided along the 0 lines x and z

Maybe, but anyone could build anywhere safely as long as they were far enough away from the war zone.

If we were to do that, most players will just migrate there and the basic idea will be abandoned. At least that is what I observed on the last few worlds we had.
"Oh, you are starting something cool out here? Let me help!" Let this happen two or three times and the factions will be dead.

So, build stuff either in the spawn city, in the faction bases, or in neutral territory? That would work.
