The City will be in this neutral area. Fighting in the City will be prohibited by Devine Law (Admin). Also each faction can have a embassy in the the City, preferably at each side of Spawn Plaza, so that new players can learn about them right away.
I like this idea. Then to start war, one faction declares an attack and the other must try to find out where the attack is and then try to defend. Then determined by how the battle goes, the neutral line moves a little or a lot in one direction at the corresponding location. Big walls would be a good way to determine where the neutral ground is, especially since they are easily destructible and buildable.
