Generally when someone says they've finished something and they're just tweaking it, it means they've probably got to do a few more pictures and paragraphs to round it out. also it's not like StubbyHawk is waiting for publishers approval or anything, he can publish this any time he wants.

Not likely. The 2005 rules didn't even come out until around 2007.
