Shouldn't we all be? The Rulebook is awesome, but sometimes hearing the same information again in another sentence is enough to really cement how rules work in noobs' heads.

Over-compensating: When standing still, this minifig can fire any weapon(s) they are holding and have access to at any single target.

Eh, fuck balance if you're gonna do something that awesome. I wouldn't break any other rules like firing all the weapons at multiple targets, but I suppose that if you really wanted to you could have it do that too. "Overpowered" abilites are meant to be exploited by rules lawyers on both sides of the table anyway.

Just to make sure i fully understood this. Consider a vehicle bristling with guns. There are multiple targets. If the vehicle has just one pilot/gunner only one target can be shot at using multiple weapons (up to the size limit). If the vehicle wants to shoot multiple targets it needs more pilots/gunners and can shoot as many targets as it has pilots/gunners/guns (within the size limit), right?

Correct. Each target can (normally) only be locked onto by one minifig: each new target requires a new mind focused on a new target.

Would a targeting computer count as a gunner/pilot for a weapon, or can it only add 1d10 skill to the gunner/pilot?

A computer designated as a firing platform can do either with it's action. A good rule of thumb is 1 action = 1 target.
Targeting computers are best treated as Gunners that are built into your ship.
