No, you couldn't. You have a movement phase and an action phase. If you moved twice, it would mean you boosted as your action, which would deny you any attacks. You can move half speed,. attack, and then move again at half speed NEXT turn, but there's no way to do it in the same turn.
Although that is a nice idea for an Epic Formation.

sorry for double post but I had some good ideas last night. What about a missile scrambler package that decreases accuracy of missiles and everything within 4in of the ship with the scrambler get the effect, all missiles in range of the scrambler gets its chance to hit cut in half.
mass driver turret (small medium or large) same damage as laser turret of same class but costs more and has a 50/50 chance of ignoring shields.
AND I suggest we rework the engine system to something like this
each class has its own basic engine like flagships 2in and dreadnaughts 2.5in and go up from there then if the player wants he/she can purchase a engine upgrade whatever ship he/she wants.
would this be a valid frigate?
Shortsword class frigate(smallest ones in the pic)
2 impact batteries= 6 cp
1 light burst cannon= 3 cp
2 basic engines = 3 cp
since I get 1 engine free I bought another for 3cp

also how much would a missile barge move?

Why don't you have space mines, or like a missile that explodes and distributes space mines?
The stats would be something like this:
MinePackage: Can be equipped on any ship that uses missiles, it takes up the same amount of space as two missiles and instead of shootinga missiles, it drops a mine doing 2d6 of damage every inch for up to 10 inches.
When passing through an area where there are mines, you have a 50% chance of blowing up the mine, this gets halved for every inch away from the mine up to 3 inches.
There are also missiles that send mines flying when they explode, these are called Rapid Speed Mine Delivery System or R.S.M.D.S (risemdes for those of you who can't pronounce words without vowels) anyway these do 4d6 damage and send 6 mines spiraling in random directions as determined by the player, you can only have one R.S.M.D.S per misle package (small or large).
There it is sorry if it seemed like a long, boring block of text.,

MasterEcabob and I have already begun the planning for a Mine-Laying ship class, so don't worry about mines. We'll make them simple, a layed minefield would just count as Difficult Terrain, and every turn you're in the minefield, roll a d6. On a 5+, the mines do damage equivalent to Small Rockets.
As for all of your ideas, halo3000, I will definitely take them into consideration. Also, really, REALLY nice fleet. What are the ship classifications? I see three Frigates and a Missile Barge, but that's about it.
