Lol, Oh, you guys!
I liked Your Lego Spartan, I think it's not bad. I think printed decals as used by all the young ones is cheating but I'm an old fart who used to do decals freehand when I was just like you, if not as spotty.
I will say though, your stats are way too much. It would be nice but c'mon. Play fair.

I do believe it's time for me to chime in.
Okay, here's the way I see it:
you are trying to represent this guy:

and yet, for some reason your stats act as an impenetrable shield.
Even my take on These guys:

aren't as overpowered as your stats make your spartan.
We get that you think masturchief is the best thing since sliced Jesus, but please, please don't make him some untouchable titan, it would make him a lot less heroic if nobody could even put a scratch on him, then he would just be a jerk, tooling around teabaging folks just because they are weaker than him.

The way to represent Master Chief's shield in the best way is JUST to give him Hit Points. He doesn't need that special 20 armor thing you have going on. I would say this for Master Chief:
Spartan
17CP
Skill (1d10)
Move (8")
Armor (1d10+1d6)
Multidexterity
Mjolnir Power Armor (+1d6 Armor, +2 CP, -2 Move)
Hero Without Ego (+5 CP)
That's a good set for the standard stats. If you wanted to add Hit Points for the energy shield deal, I would say for every extra hit point you want to give him (he has 1 right now because he is a size 1 creation), you would add his Base Cost (1), Move Cost (5), and his Skill Cost (3) for each extra Hit Point you want him to have. So if you want him to have 2 Hit Points he will cost 26CP, 3 Hit Points is 35CP, and so on.

Even that is overpowered if you read the books. Their shields can only take one or two plasma PISTOL shots before they overload, and the armor can't even survive one before they get third degree burns. The thing is, they have enough other enhancements to make up for that.
If you wanted to make him correct, you would give him like 2 temporary hitpoints each turn that recharge, and two normal hitpoints. IF he takes 3 damage in a turn, he would only have half health, and if he took 4 damage, it's bye-bye wanna-be-Blood Angel.
Let him move faster, and give him good enough accuracy that pretty much never misses, and let him have reaction fire whenever he wants. Give him a little bit more armor, but not much. (Even the normal marine armor is about as strong, it just isn't powered or have dampeners)
Also give him the ability to detonate the suits power supply.
