Sort of a High usage rating for an infrared homing missile. The aiming process consists mainly of locking on and firing the missile. The javelin is not without it's disadvantages though. Here's my take.
Javelin Missile

The Javelin takes 1 turn to set up. It takes 1 turn to lock on to a target. The javelin may only lock on to targets size 4 or above.
The Javelin is heavy. It takes 2 men to carry the javelin, one man may carry it at half his usual speed.
