Maybe when war is declared the declarer has to host a battle, the attacker has to seen instructions and stats of their craft to the declarer, so that the declarer can make the sides (would only work with microscale and small brikwars).
The problem with multi microscale fleets made by diffrent people is that scales vary, so we need a basic scale, and we need Tech limits, how realistic do space ships have to be realistic ( http://www.projectrho.com/rocket/index.html )?
EDIT; reading though that page, we might not want realism.
