Sir Bragallot wouldn't make a good emperor, he's too occupied with his experiments and prefers to remain in the shadows when he can. Prussian diplomats would most likely advice to enter alliance with an alliance that is run like this:
- Representatives from each faction discuss an overall strategy and route for the Alliance to follow in a council.
- Holders of top seats in their sector hold responsibility for working together with their colleagues of other factions and determine the best tactic for following the course of action the council sets (fleet commanders would work together with other fleet commanders, ministers of economy with other ministers of economy etc.)
- One of these per sector is appointed as responsible for taking decisions if there is no common agreement or time to discuss. Like Sir Bragallot could be head of technological advance for the Prussians.
Piltogg would no doubt serve best as the face of the alliance because he is feared and respected in the Brikverse, even if this doesn't mean he is to be given tyrannical rule over it.
