I think the lable 'buggy' more accurately applies in this case. A 'rover', like the mars rover currently sipping mineral water out of Victoria Crater, doesn't necessarily have a pilot or a cockpit. A 'buggy' like the moon-buggy or a dune-buggy, is manned and generally has a rather open view, and is useful for scouting or leisure-time activities.
Although the upgraded weapons do contribute significantly in it's favor, I would still classify this vehicle as a Heavy Buggy.
