One thing though... If e-hazing and shit do get out-of-control in the long-run it can be bad for the forum and turn it into a burning waste-land of near extinction without new members or posts. Eventually people who aren't banned will scare away all new-comers, and then they themselves will start leaving the forum over time, leading to a forum population of 0.
