Yo, why don't we have a space battle for those that can bring ships along with the ground battles and we should have 2 or 3 people taking their turn at once. If we put armies in a circle around the objective, we could have a rotating thing with the 2 halves of the table taking their turns at the same time, the turn takers would be approximately across the table from each other. We would also need to have someone be able to call for people to finish their turns and freeze if 2 people make it to or past the center.

I would use the 2005 set as a baseline and just throw in bits and pieces from all the others as is needed.
2: CP limitations and/or methods of boosting the level of power in smaller armies, so they don't just die in a few turns.
Bringing "mercenary" secondary forces comes to mind. Sort of like how Warhead doesn't have an exceptionally large force of Immortals, but he could bring five or six addition forces that could be spread out among those who don't have much stuff. I'm sure scrounging around everyone could bring a few extra figs for the less privileged.
5: Should multiple games be set up? I think yes, as if people are going to spend like 12 hours driving to get there, then they should be in for more than just one game.
Well, if lots of people show up with large amounts of lego, you probably won't have time for more than one battle. One ridiculously sized battle with multiple facets (urban section, plains section, water section for air battles etc.) could be good.
9: how do you determine whose legos are whose at the end of all the chaos?
You don't, I got half of my legos by taking my collection to someone elses house and then taking more then I came with. (Sorry Natalya your AC seems to have been um, misplaced.)The stuff you really care about you will obviously keep a close eye on.
