You read Warriors and watch MLP, Predator. The characters are pretty flat there too, the fan base adds a lot to the dimensions of the latter.

MLP has great character development. Take Rarity for example, she was a stuck up at first, but later, it was shown she had a nice side to.
Warrior has some flat characters yeah, but firepaw/star/heart's character changes over the books. He becomes more of a leader, and more courageous to take the fight to the shadowclan, and all traitors in his own.

When we talk about a character being "flat," it's a reference to how many character dimensions they have. Rarity has one character feature - her bitchiness / niceness - and her position along that spectrum gives that character feature a "dimension" of movement. Hence, a character dimension. She's got exactly one. She's the definition of a flat character.
