It's hard to say who's winning in an undeclared war where you are trying to eliminate an enemy of unknown size and capability without upseting the countries their camps are in. Public opinion is something along the lines of "Who cares who's winning, let's get out of there!"

The problem is, if you make civilian casualties (which happens in every war), you're basically creating a spawning pool for terrorists for years, maybe even centuries to come.

Yes, but the invaders are a passing thing, they believe the terrorists will always be there (and they're probably right) and joining the terrorists is also easier than joining any kind of resistance group against them.

As strange as it might seem, opposing the terrorists is probably also perceived as scarier than opposing the military.
