Actually, if he takes his armor off, he does have a 10" move. At least, he's paid the points for it- in the exceedingly rate circumstance that a living Galaxy Patrolman took his armor off, I'd probably not use all of it. 10" on a Minifig is silly. I just wanted him to be "unencumbered" by his armor. At least in terms of speed. The other encumbrances are perfectly appropriate to what I'm trying to simulate with them.
I'd love to work out a point value for buying Move specifically for the purpose of offsetting the Move reduction by Armor (ie, with the Armor removed they only move the standard Minifig 5") but:
6) I think it would be highly abusable, especially if made available to Vehicles and Monsters;
7) I'm not necessarily concerned with being points-efficient, these guys are 'Ard enough without trying to wring every point I can out of them;
8) I found it to be a remarkable synchronicity that when I totaled up what I had been spitballing, the CP cost was 16- the same as the point cost for a Space Marine in 40K (last I knew).
