Most people are responsible for the decorative trees in their yards or in little boxes on the pavement, and generally speaking nobody uses wood for fuel here so every once in a while, especially after storms or heavy wind, you find neatly wrapped bundles of wood just lying around, along with pallets and other scrap wood. I am almost always wearing a backpack thanks to being a student, so if I notice some that's in good condition, I often will take it home and use it for little crafts projects (if it's near my house, I may even take a grocery cart and axe, and grab everything they have). I also go hiking often, and there's plenty of beautiful old, dead, standing trees around, and sometimes you can find a fallen tree that isn't rotten.
