Naval Warfare
One of my friends has this inground pool so we were thinking that it would be fun to have a naval battle in the shallow end of it. Any ideas for rules?

I pity the man who falls for birdman's avatar. I really do.
But, not meaning to derail the conversation... umm... I think that'd be bad, too. Unless weapon range and movement were out of the picture. Then it'd be pretty cool.

Try it in a kiddie pool with shallow water. Use POOP floating hulls, but also build weighted stands for each boat. The stands won't hold the boats up, but they will hold the ships in place through friction with the floor of the pool. Terrain (islands, floating fortresses, etc) can be held up on stilts.
Seriously, if you get it to work it would be awesome... especially if you found a way to build watertight submarine hulls. For submarines you could just shorten the stands to drag them underwater, since the weight of the base will ensure that it stays on the floor.

just do it on land, it also means no minifigures will drift into the deep end.

Use a pool or glass, about 1 inch deep, and fill it almost all with water. There, your ships won't sink and the water effect is there, pretty good.
