Cigaro, is the home planet of the Phaleks, it is greatly irradiated so they understandably don't visit too often.
It is located in a pocket of the Brikverse which is out of Sync with everything else(1 second further forward in time) It was teleported there along with about 27 other planets, which are used as Breeding farms and other fun stuff.
therefore, these 27 or 28 planets do not exist in the Brikverse, you have to use a Time machine to get there and back.
Due to the fact that there is no Sun in this zone, any every planet that arrives in this special place enters a Massive Ice age that kill off a large percentage of the population.
