Fallout 3!

I just took part in an epic battle between the Brotherhood Of Steel (I was fighting on their side) and Super Mutants in the middle of downtown DC. Then, just when I thought the battle was over, shit got intense and a massive Mutant Behemoth bastard just came out of nowhere and almost demolished me.

I took a couple pictures, I should be able to post them soon.

EDIT:

I totally forgot Metal Gear Online, which has awesome battles.

Here's a picture right before I got squished (I died the first time I fought this guy).

Hey, I remember that! I had one hit point by that point, and when the dude showed up I just said "well, eff that" and stood by the corner popping shots off with a hunting rifle. The Brotherhood took him down eventually.

I think rainbow six is one, but i'm not sure as I haven't played it. there is that startwars one republic command or something.... not city but your in a skirmish elite team going through scenes in starwars.

of course there is that game neigbourhood wars where you have two teams, the "U" team and the "police" team. the wepaon options are almost endless and you can destroy almost everything (depending on weapon options)... and if you get real good you can fight the "army" team. I think RL games brought it out.

Ghost Recon Advanced Warfighter 2, SOCOM 3. Check em out. Those are the games for tactical squad battles.
