I just use one minifig scale model and divide all stats by the scale the microscale's at, I have the ruleset buried somewhere but this was to help microscale tanks, boarding parties, and mechas take part in miniature brikwars.

These remind me of Pirates of the Spanish Main... Man I miss that game. Their rules were a bit more cannon-based than I think you want yours, but you may want to check that out.

Also, you are now obligated to build some sea monsters, an Engineer's Guild submarine, and perhaps a massive Junk or two.

Amazing game, loved it. Getting the most gold while raining cannon shells over the enemy ships was total ownage. I still have some minis around

As for that rulesheet, I would base it off of brikspace, and heavily modify it wit hboarding parties, oars-sails, and no lasers.
