when i read the title, i thought you meant the chemical troopers off of command and conquer. (the first one)

This is usually the best way to go. To get an idea what different speeds are equivalent to, check the Speed Examples table in 7.2: Propulsion.

aren't Captain America, The Hulk and The Abomination all biochemical super soldiers? Except the last two went terribly wrong.

I would think they would have 7" movement, +1 to jumping and the ability to do fistfighting that is deadly
